Specially Appointed Associate Professor at the Faculty of Policy Management of Keio University, also affiliated with the Faculty of Law and Administration at the University of Warsaw. Expert in the field of energy law, climate policy, energy sector and just energy transformation.

Author of three books on energy regulation, editor of three books on smart cities, as well as author of about ninety papers and reports on public law and climate-energy policy.

Reviewer of recognised journals. Associate Editor of Global Pandemic Network Journal, Editorial Board Member of Energy & Environment and Global Energy Law and Sustainability.

Researcher at the University of Basel, Europa Institute (Switzerland), granted the Swiss Government Excellence Scholarship (2013 - 2014). Researcher at the University of Gothenburg, School of Business, Economics and Law, Department of Law (Sweden), granted the Swedish Institute, Visby Program scholarship (2012 - 2013). Granted the municipal government of Shanghai scholarship (2014) at the Shanghai University (China).

Participant of the Vilnius Summer Law School Climate Change, Energy and Trade Law (Lithuania). Scholar of the Minister of Science and Higher Education (Poland). Lecturer at ELSA Ankara Summer School on Energy Law (Turkey) and ELSA Brasov Summer School on Energy Law (Romania). Moot court judge.

Executive Director of the Public Board of National Program for Reduction of Emissions (between 2009 - 2012). Former Mobility Coordinator, Head of the School of Polish Law at the Faculty of Law and Administration, the University of Warsaw. Member of the Young Scientists Council (VI term). Former Member of the Council of the University Centre for Environmental Studies and Sustainable Development (Poland). Delegate to United Nations Climate Change Conferences COP24 (Katowice), COP25 (Madrid), COP26 (Glasgow), and COP28 (Dubai).

Fond of history, enjoys playing shamisen. Fluent in English, speaks and writes in Swedish and German. Had been learning Chinese and Italian. Enjoys speaking Japanese every day.

Keen on water sports (a lifeguard and a sea skipper), plays tennis and squash, does karate, skilled in nunchaku usage. Passionate about running (a marathoner) and cycling.

Happily married to Kinga. Proud father of two wonderful kids.
